Vespira

AI destination guide for public institutions

Every destination in Türkiye, in 21 languages, with accurate information.

Vespira is an AI guide that municipalities, provincial culture and tourism directorates and the Ministry of Culture and Tourism use for their own destinations. It runs on a knowledge network of places, streets and businesses, answers visitors in their own language and tells your institution what visitors are looking for.

The problem

Small and mid-sized destinations stay invisible.

Visitors see the top three sights and leave; spending does not reach the rest of town. Information is scattered, mostly in Turkish only and out of date. General-purpose AI assistants often give wrong or invented answers about small destinations.

Institution

Municipality and directorate

The website is outdated, content is in one language, social media is scattered. Nobody knows who comes or what they look for, and there is no team to produce content in 21 languages.

Promotion and investment decisions are not data-driven.

Visitor

Domestic and international travellers

Information is spread across blogs and social media. There is no reliable, up-to-date source in their language.

They cannot plan, so the destination gets skipped.

Business

Hotel, restaurant, shop

There is no reliable multilingual “what to do” guide for guests; the same questions are answered every day.

Visitors leave before they reach local businesses.

Who we are

Our mission, vision and values

Mission

To present every destination in Türkiye, large or small, with accurate and current information in the visitor’s own language, and to give public institutions the data to understand their visitors.

Vision

To build the Turkish-language tourism model that knows Türkiye best, on our own infrastructure, and to take that expertise abroad.

Accuracy

The model only speaks from records in the knowledge network. An answer that names a place not in the network is rejected.

Privacy

We never ask visitors for identity. We do not collect images, usernames or post text from social media.

Transparency

Every fact comes with its source. Business selection belongs to your institution, and visitors are told so.

Accessibility

No app download, no account: a visitor who scans a QR code gets an answer in their language in two taps.

Solution

One infrastructure, four parts

The knowledge network, our own language model, the institution layer and the channels work together. Whichever channel your institution uses, the same verified information flows through it.

Knowledge network

Places, streets, parks, neighbourhoods, themes and events are linked in one network, split into regions by walking distance and theme.

Our own Turkish model

An open-weight language model, trained on destination data and running on our own servers. Our goal: every answer produced without sending data outside.

Institution layer

Your institution adds, edits or removes places, roads, parks and businesses. Base data stays intact; every change is logged and reversible.

Channels

QR guide pages, a widget embedded in your website and an API for your own app — all fed by the same network.

How it works

The model does not scan everything for each question; it goes to the right region.

The knowledge network is divided into regions. A question activates the relevant region, and the model reads only that region’s verified records. Answers are fast, short and sourced.

“A quiet walk with kids?” Harbour Old bazaar Coastal path Answer · 3 sources
The question selects the nearest region; the answer is built from its records.
  1. Understanding

Language, intent and place names are recognised, including transliterated spellings.

  2. Region selection

If a place is named, its region is used; otherwise the 1–3 closest regions by meaning. Location, if shared, favours nearby regions.

  3. Expansion and filtering

Neighbouring records are considered; places that are closed now, out of season or removed by your institution drop out.

  4. Answer

A small, fast model writes the answer from this context only, in the visitor’s language.

  5. Check

The answer comes with its source records. If it names a place not in the network, it is rejected and regenerated.

  6. Report

Which region was asked about, in which language and month, is written anonymously to your institution’s report.

Use cases

What your institution does, what visitors experience

Tourism office staff

Adds or corrects places from the panel, marks them “temporarily closed”, enters event dates.

Changes reach answers in 21 languages within minutes.

Mayor and council

Read the monthly report: what was asked in which language, which regions drew interest, which questions went unanswered.

Promotion and investment decisions rest on data.

Press and social media

Take ready-made multilingual copy from region summaries.

Content in 21 languages without an agency.

Tourist information office

Opens the “ask” screen on a tablet; puts QR posters in the square, at stops and museum entrances.

Frequent questions answer themselves.

Development agency

Compares districts; uses demand data for project applications.

Evidence at regional scale.

Closures and notices

A road is closed or a museum is under renovation: close it in one click with a date range.

The guide never misdirects; the record reopens when the period ends.

In no scenario does a visitor download an app or create an account.

Institution panel

Your city’s plan, in your hands.

On contract day, your entire jurisdiction opens in the panel ready to use: neighbourhoods, places, businesses, roads and parks. You never start from scratch; you edit what is there.

  • Add and remove businessesOne by one on the map, or in bulk (CSV/Excel). Your institution decides which businesses appear in the guide.
  • Roads and parksDraw a new walking or cycling path, park or public garden; close a street under repair for a date range. Routes adapt.
  • Approval flow and undoDraft, approve, publish. Every change is logged and can be undone in one click.
  • JurisdictionEdits are only possible within your institution’s administrative boundary.
  • Demand reportViews, questions and routes by neighbourhood, business and region; a list of unanswered questions.

Institution levels

The same infrastructure from municipality to ministry.

The infrastructure supports three levels from day one. A higher-level institution sees the aggregated reports of those below it, but each institution edits only data at its own level.

MunicipalityDistrict · city

Businesses, roads, parks, local events and its own QR guide.

Provincial directorate · development agencyProvince · region

Reports comparing districts; province-wide events and promotional content.

Ministry of Culture and Tourism · TGANation

Museum and heritage-site information, licensed facilities; a national demand report; content in 21 languages and an “ask” assistant for national portals.

When sources conflict, official sources win: Ministry Province Municipality Base data

Data and trust

Answers to the questions a public institution asks.

In place today

No visitor identity

The guide never asks for an account, phone number or e-mail. Reports are aggregated and anonymous; cells with fewer than 10 questions are hidden.

In place today

No personal data from social media

We do not collect images, usernames or post text from social media, and we do not train the model on them. Only the fact that “this place exists and draws interest” is used, through official channels.

In place today

Respect for licences

Open data travels with its attribution; data that may not be resold never enters your outputs.

In place today

Your data is yours

Everything your institution adds lives in a separate layer and can be exported in open formats at any time.

On the roadmap

Answers on our own infrastructure

We are moving all AI answers to the model on our own servers, feature by feature. No path that sends data outside will remain.

On the roadmap

Hosting in Türkiye

Our server is in the European Union (Germany) today. Before scaling to the public sector nationally, the infrastructure will move to a data centre in Türkiye.

Every item in this section carries its status: we never present something unfinished as done.

Goals and roadmap

Where we are heading

  1. November – December 2026

    Pilot

    • A live guide in two pilot destinations
    • Institution panel: editing businesses, roads and parks
    • First release of the API and widget
    • Moving to our own model
  2. 2027

    Provincial scale

    • Partnerships with provincial directorates and development agencies
    • Demand reports comparing districts
    • Moving to a data centre in Türkiye
  3. 2027 and beyond

    National scale

    • Partnership with the ministry and national portals
    • Integrating museum, heritage-site and licensed-facility data
    • Taking Türkiye expertise abroad
  1. AccuracyAt least 90% factual accuracy against records in guide answers; zero place names outside the network.
  2. SpeedThe first part of an answer in under 8 seconds; frequent questions instantly.
  3. AccessAt most two taps from QR code to answer, without downloading an app or creating an account.
  4. IndependenceEvery answer produced on our own infrastructure.
  5. CoverageFrom pilots to provincial scale, then national scale.
  6. Value for institutionsA monthly demand report and a list of unanswered questions for every institution.

Partnership model

Our customer is your institution; the package is your whole city.

We contract only with public institutions. Relationships with businesses belong to your institution: it decides, under its own regulations, which businesses appear in the guide and on what terms. No money flows from businesses through our system.

Annual institution subscription

  • Your entire jurisdiction: all places, businesses, roads and parks
  • Fixed fee tiered by population, independent of the number of businesses
  • 21 languages, QR guide, widget, API and institution panel included
  • Monthly demand report and unanswered-questions list
  • Pilot: 60 days free

Procurement

Pilots and the first year are sized so municipalities can procure them directly. At ministry scale, a cooperation protocol or tender is followed.

Transparency note

Your institution’s channels show the note “Businesses in this guide are selected by your institution”. Visitors are not misled.

Data ownership

Data your institution adds belongs to your institution and is handed over in open formats when the contract ends.

FAQ

Questions and answers

Do we need to change our existing website or app?

No. The widget is added to your website with one line of code; if you have your own app, you connect the API. Without a website, you use the ready-made QR guide pages.

Do we have to enter our data from scratch?

No. Places, businesses, roads and parks in your jurisdiction come preloaded. You only add, correct or remove — bulk import is supported.

What if the AI gets something wrong?

The model only speaks from records in the knowledge network and cites its sources. An answer that names a place not in the network is rejected. Without data it says “I don’t know”. A wrong record is corrected in the panel and reaches answers within minutes.

Is visitors’ personal data processed?

The guide never asks visitors for identity. Reports are aggregated and anonymous; small cells are hidden.

Which languages are supported?

21 languages, including Turkish and English. Place names are written legibly in the reader’s script.

Do you use social media data?

We do not collect images, usernames or post text from social media. Destination discovery relies on permitted channels such as official interfaces and your institution’s own account.

What about your mobile app?

The Vespira app stays in the stores and doubles as a live demo. The guide we offer institutions is the same infrastructure, opened under your institution’s name.
